About the adviser pay figure in the full report: It counts payroll employees at firms with 25 or more staff, so it describes salaried advisers at banks and advisory firms. A self-employed representative, which is how most agency advisers are engaged, isn't paid a salary at all. Income comes from commission on new business, renewal income on business that stays in force, and for those who build a team, overriding income, all of it governed by the MAS Balanced Scorecard, and no public survey measures it. A representative in year one and one in year ten with a persistent client book are in different jobs financially.
